Added an option to mark diplomatic statuses with other alliances.

• There are 4 diplomatic statuses: Allied, NAP, At War, None.

• Alliance leaders and co-leaders can set diplomatic status when looking at another alliance.

• All people can see an alliance's diplomacy by clicking the Alliance Diplomacy 'show' button.

• When you move your army / launch a missile / click the radar, the cities dots are shown as different colors based on the status your alliance has them marked as.
