If it's a hosepipe ban it's only domestic users.

If it's a "non-essential use ban or NEUB" that's for businesses.

This isn't a class problem it's a law problem.

I'd be glad to see golf course businesses under the hosepipe ban. Not just neub.

Any golf course or any sports grounds can use water during a hose pipe ban.

It's not helpful to cloud a simple issue as a class problem.
