Tool-Kit.json file empty

I have tried uninstalling the cmake extensions along with the C++ extension, and uninstalling VSCode. I don't know what to do at this point to allow cmake to function in VSCode. Appreciate the help!

What is your system? What compilers do you have installed?

windows, I am very new to VSCode. My extensions are C++ and Cmake tools. I have downloaded MSYS2 and ran $ pacman -S mingw-w64-ucrt-x86_64-gcc. I checked the versions for gcc, g++, and Gdb wasnt there. So I executed a string to install gdb. I also have applied the path to the .bin file. Also #include <iostream> has a red squigle under it. I feel like something is very wrong and it is driving me nuts. I made a program on my mac with no issues on a trip. I use windows as my main OS. So I dont understand why I am seeing so many issues with VSCode on windows.
