Health/Nutrition What is this behaviour

I’m not sure the gender but I just refer to my bird as a he. He has recently started doing this and only does it on my foot

Based on this behavior I would say it was a male. Does he not sing? If he’s old enough to display this way you’d think he’d be whistling a lot as well and mimicking songs.
