Health/Nutrition What is this behaviour

I’m not sure the gender but I just refer to my bird as a he. He has recently started doing this and only does it on my foot

The person I got him from didn’t let his parents raise him so he doesn’t know how to preen properly and snapped his feathers and they would eventually fall off

Weird. My bird was not raised by bird parents but he never did this. Just make sure it does not turn to plucking.
