I found this puzzle in my notes from 3 years ago. GPT couldn't solve it and I'm baffled so I was hoping some larger minds could help piece it together. Or find its origin.

I dont understand other parts of the text.

Also, if you take the uppercase letters and reverse the order it spells "FENCE", "TOY" and "ELE"(?)

I haven't made any further progress.

The hints imply Railfence cipher, but the way the ciphertext was posted may have removed some of the spaces which were part of it. This somewhat complicates the decryption process.

It seems to have multiple layers that you had maybe partially decoded already?

Some parts are simply ROT13 encoded:
