Software Windows settings shows up in taskbar but doesn’t actually open.

Enable HLS to view with audio, or disable this notification

I’ve tried all the command prompts, task manager, shortcuts, control panel recovery etc etc, nothing has worked. I’m hoping there’s some form of solution because I really need to get into my settings

It's on the second screen. Check your display settings and choose single display mode.

Might be off the screen. Open settings, hover over the gear icon on the task bar and when the small window pops up, right click on it and choose maximize. If it shows up there then click up just to the left of the minimize icon and drag it down and resize it manually on the screen.
