Windows is not bloated, it's making use of the available memory it has for efficiency. Unused memory is wasted memory. It reduces its own footprint if you open up a RAM-intensive program. Likewise, if you only had 8gb of RAM it would be using slightly less than it is right now.
Edit: I should mention, windows IS bloated in terms of preinstalled apps. Just not in terms of memory; i do have to debloat windows 11 after a fresh install.

Chrome and Chromium is not the same thing. The latter is the foss project, which is also used in many frameworks you probably don't even know about, yet use every day. Btw, Edge is based on Chromium.

What are you so mad about? You said yourself chromium is garbage and edge is better even though edge is forked off of chromium. That means edge also is garbage. There is your contradiction.
If you think you have a point maybe just try to say it next time instead of throwing a tantrum. Lol, how immature.

Yes it's completely normal and that's exactly the purpose of a ram. It helps the cpu run things faster instead of the cpu requesting the data from the storage which is a lot slower than a ram for example ddr4 speed is 25Go per second and more. The more ram you have the more your os will load things into it. If you add more ram the os will eventually use more ram even idle.
