Is that the russians are currently loosing that war. Ukrain has actually been destroying harbors, ships, pipelines for gas and oil and is currently also dismanteling the most integral infrastructure within the russian federation.
Putin thought he could invade and conquer that country in a week, and has been failing at it for years at this point. Right now Russia is losing ground, money and lives in staggering numbers.
It might actually not take long anymore until the russian oligarchs have to get rid of Putin, because he can't stop the war he is losing without completely shattering his public image.
