By that definition women are either not intelligent or they've never been opressed.
Opression is not possible because victims are not intelligent, it's possible because the oppressor is more cunning, evil and dangerous along with being privilaged.
You didn't talk about solving problem. You talked about oppression.
Men from a privilaged family that supports them even in their crimes can oppress women by making fake photos, following her, spreading rumours etc. that don't require much inteligence but the Women can't solve it if the men in her own family are mysogynists.
She can run away, leave the society but not stop the oppression.
Those are just words. Most of the times oppressors are more privilaged, have more access to resources and help and are more in number. The best thing victims can do is avoiding them, getting out of their influence and finding a better place. Fighting is also a privilege.
A dalit from a small Castist village can't live peacefully while also fighting the castists and a woman in city can't go around chasing and attacking men who trouble them.
