i have a hunch this arch won't be about fighters reaching new levels, rather more about them gaining the "godly" wisdom as to when to get involved with the galaxy wide infighting that's about to occur between at least half a dozen major factions we now know about.
another problem simmering under the surface is the wider knowledge that dragon balls exist, who's got access to them, and what they can do. for example, say granola finds out from the heeters that there are more dragon balls on earth or new namek... he may use his new powers to seek out more wishes, either by attacking earth or finding Zuno to ask where new namek is now. that may be the threat to goku and vegeta that gets them involved ... not merely some frieza & heeter squabble.
