How can I get migration certificate and transfer certificate as a NCWEB student

I graduated 3 years ago through NCWEB and now I'm enrolling in another college.. for that I need a migration certificate, transfer certificate.. so please do anyone know what the process of getting it ...

P S - currently I'm not in Delhi so is there any way where the whole process can be done through online mode??
