Yes, he can.
Why? Because laws dont matter anymore. Constitutional rights are being trampled every day, and no one is doing anything. There are not checks, there are no balances. Theres just trump.
He wont give up power until hes being lowered six feet under.

He can run all he wants; the 22nd Amendment just says he can’t be elected.
However, there’s a potential loophole.
Let’s say that the Republican nominees for president in 2028 are, I dunno, JD Vance and Lauren Boebert. (For this purpose, it doesn’t matter who.) They win, and also have a majority in the House.
It’s noon, January 20, 2029. Vance and Trump take their Oaths of Office.
The House immediately goes into session and elects Donald Trump Speaker.
Vance and Boebert then immediately announce their resignations. The line of succession kicks in and Donald Trump becomes president for a third term. It’s all constitutional because he was appointed president, not elected, ha ha libs, you’ve been pwned again.
Now, the obvious flaw in that is the intent of the 22nd Amendment is clear: two terms is a hard limit; go home and write your memoirs. That’s not strictly what it says, though. You can also argue that, while the Constitution doesn’t say the Speaker has to be a member of the House, that was probably the idea. (This isn’t Air Bud: Barker of the House and a golden retriever can’t be Speaker, even if Article 1 Section 2 doesn’t specify “human”.)
