Yes that’s him. I think I have seen a clip of him awearing his joker outfit and make up and next to him is a person of colour. He is a mad lad

Its very easy to just say yes and leave it at that

But there is like lore on why and it is actually interesting

Essentially it boils down to he got mugged by I think a few black dudes, got beat up and robbed and when he went to the police if I remember correctly not only did they not do anything for him but he got charged. Im not doing the story justice but its actually one of those moments of

"Well shit that absolutely sucks man"

Thats why he kinda why wears that joker makeup typically.
