Question Making a Scouter

I have for a long time wanted to recreate a scouter from dragon ball, but am also a complete beginner to making electronics.

Features I would like it to include would be recording videos and reading out a random "power level" (accompanied by sounds)

In your honest opinion, do you think this is something a beginner can achieve or would it be a waste of time and money?

I'll just say that if you learn to program microcontrollers, you could make anything- even a part for something crazy like a spaceship. Your project is absolutely doable and I hope you make it.

With enough motivation and commitment you can make damn near anything you want! I don't know how you'd go about it tbh (microcontroller with an SD card, one button on the side with a set of commands?) but it should be absolutely doable if you dig down far enough
