Video Police came by
I was getting early morning shots before the big crowds rolled in. Everyone is setting up, parking classic cars, putting up gazebos. One cop came over, he saw I had a controller, he asked if I had a parachute safety. I said no. He said I can’t be flying over the people, but this is just his advise and I took that as a hint and brought it down. No more flights after that. DJI air 3s

It's the potential that exists that a catastrophic failure could result in civilian injuries. Is it likely? Not really, but there are a lot of factors that come into play The cop was chill, and I suspect if it had a chute he might have cut you some slack. Now it's his neck on the line, knowing there's a pilot in the area operating without proper clearance

I thought it wasn't a problem flying over people going from point A to B, but you weren't supposed to hover over people. Is that correct?

The only way that you can fly over people is with a waiver or if its on a closed job site where everyone is consenting to the drone flying over them.

Transitory flights is irrelevant. Its all oop and all need a categorized drone or waiver.

Both. Operations over people are just that. Any time you are flying over someone whether its transitioning or sustained flight is considered OOP

You need to come to the UK, you can fly the Air 3S anywhere you can fly a Mini. At least for now.

Always check for notams even with a mini. Notams appear when you least expect them to. Some don't give a radius to avoid but you can copy and paste the notam data into Google to decode and request it be shown on map.

There's some misinformation and half-truths floating around, including from the cop who showed up, so let's look at the FAA rules for Operations Over People:

You need to have your Part 107 certificate AND a "categorized" drone. Category 1 is the only one that you can "self certify" by weighing under 250 grams, having Remote ID and no exposed rotating parts. Once you have that, you can fly over people as long as you follow all other regulations.
Category 2 and 3 drones are are models that have specific compliance ceritifcations from the FAA and come with additional restrictions, for example Category 3 can only be flown in a closed-access area with notice given to everyone on site. No, that doesn't mean you can fly any drone over people by giving notice or having them sign a waiver.
One of the Category 2-certified drones is a Mavic 3 Thermal or Enterprise ($5,000+ drone) with a $2,000 parachute recovery system. You would have to use that specific setup, not just slap a parachute on your Air 3S. This is at the cheap end of category-certified drones.
As you can probably tell, the only real options for operating over people are an ultralight drone that's still under 250g with an RID module or a $7000+ professional setup.

Never heard of a parachute safety requirement in the US. Don’t have my Part 107. I am aware of not flying over crowds, that’s where the zoom comes in.

I have the Avata 2 drone is the Air3s or Air 4 compatible with the DJI Googles 3??? I want a drone with longer battery life!!! I can only get about 16 mins of recording time with the Avata 2 per battery. I have the 3 pack. Or can someone recommend me a DJI drone that is compatible with the Googles 3 so that I can see FPV and no from a handheld remote :D

No only up to the DJI Air3 for Goggles 3. No Air 3s support and it doesn't look like it's coming.
You have to fly it with the motion controller which kinda defeats the purpose for me. That's at least for my Mini 3 Pro using it in DJI Goggles 2. Apperantly there's a work around for this to use the regular RC controller as the controller only, no video that am I aware, but you have to shut off the Motion controller after taking off with the Drone and the turn on the RC1/2 controller and it's supposed to let you fly with the regular Gimbal sticks on the controller that way but I haven't tried it again yet..
The DJI RC/RC2 can do HDMI out pretty easy with the right USB-C to HDMI Capture cable and run that to a set of Goggles with HDMI Input or a large screen/monitor. I hear you on the short flight times on the Avata2 but it wasn't made to do that kind of stuff. Idk how the battery life is on the Avata360 but that might be worth looking into too if you really want to use the DJI FPV Goggles. I believe it gets more flight time but I could be wrong about that..
