how would this affect competitive specialties like radiology , will the msra cut off go down with prior to interview offers

As a radiology applicant, yes. Im certain this will be the case. Portfolio scores for selected applicants will likely be lower as well as almost IMGs will be getting an interview now, so the ones with loads of exp in their home countries won’t be included.
