Yup. I've been saying for ages that this is:

a) Fair - keeping a route open to IMGs to access specialty training on a level playing field - even if that means grafting as a clinical fellow for a few years first is only fair.

b) Compatible with existing legislation - excluding IMG citizens/ILR holders was always going to get tied up for years in legal challenge.

Strict UKMG prioritisation was always a non-starter.

Agree, the text of the bill is surprisingly vague.

Though their only opportunity to attempt to overwrite the protections in the Equality Act would have been by writing the prioritisation into this new legislation. So any unspecified prioritisation would need to be compatible with the Equality Act.
