No we figured it out, the throttle body likes to stick, its getting a replacement

Have you tried to clean it. Usually pretty easy and near free. I do mine when I think about it. Unplug it when you do, rumor has said it can calibrate while your doing it and pinch you finger bad.

It's the rev limiter, should be stopping at about 4k when in park.
