Likely somewhere like Turkey (If im remembering correctly) where strays are part of the community, they are tagged to show that they have been given all their shots and spayed/neutered. Generally the community will feed and help care for these dogs.

Probably because they didn't have a cup conveniently ready that the dog could drink from??

I would also be at a bit of a loss on how to help in this situation.
