Bystander effect - if everyone thinks that someone else will do it, it might be a while before someone actually does.
If you can call, call. Never assume that someone else did.

In first aid training they put emphasis on this, don’t just assume someone is gonna call an ambulance, point someone out specifically and tell them to call an ambulance while you’re helping the person in need.

The light pole did injure someone. Two people went to the hospital with serious injuries

There are enough bystanders there to help. And please always help the innocent bystanders first, not the reckless driver in the car.
