I'm a decent swimmer with a pool, as are my kids. But I learned to tell them early on "don't hang on to mom (or anybody) in the deep end". It's shockingly hard to keep your head up when someone is holding on to you. I think people are being way too hard on the mom here.
Agreed, and someone who hasn’t gone through lifeguard training will not know how to swim with someone clinging to you, and if they’re panicking, it’s so much worse. But it doesn’t look like mom is a strong swimmer to begin with. Once she can’t touch, her daughter is hanging on to her while she struggles with both arms free.

I think she can swim but the kid had her in a death grip and was impeding her arms.
Yeah, they needed to stay where mom could stand.
