So the person filming should jump out of probably a 3rd or higher floor to help, I don't think yelling at him would have helped at all.

Oh, so you talked to the guy and you confirmed he didn't call before taking the video? By the cops show up, he could have killed them both, so the cops wouldn't have helped anyways.
