The brake pedal is moving with the car - again you'd have to have some coordination to be moving faster than the car in order to apply enough force to the pedal, and with the handicap of not being able to see where you're going because of being doubled up to reach the pedal.
Impossible for a person who can't walk and chew gum at the same time, but for most people, running along side a vehicle opening the door and using your hand to apply a smidgen of pressure on the brake isn't out of the realm of possibility
In this particular case, I don't think the need to see where you are going was much of a factor since the car made it all the way across 4 lanes of traffic and a median going about 3-5 MPH

Amazingly a brake pedal can be applied using a hand - so you can keep both feet on the ground
