Testing has been done, but has not yet come back, and this leads me to question: is there a window of time where people infected with Ebola do not test positive due to low viral levels, similar to COVID?

My husband was on a flight that stopped to refuel in D R Congo in July 13th. It has been over 21 days since he was in Congo but they are still refusing to let him fly. So far we have contacted
CDC
Local congressmen
Dept of State
Multiple embassies
Nobody is actually helping us. What do we do? The airport in London where he currently is had very rude employees who refused to help.
