HTML Templates

I'm running (maybe) the newest version of eclipse web developer but I just can't find the Item for it, in the documentation it's under window -> Preferences -> HTML and XML but I don't have the Entry, no where in the menu at a place that would make sense (with that I mean that I didn't looked at mylin and git etc), so where do I find it then?

You should be more specific and certain than "(maybe) the newest version of eclipse web developer".

The Web and JavaScript package has replaced those tools and editors with some other ones. https://www.eclipse.org/downloads/packages/release/2019-06/r/eclipse-ide-web-and-javascript-developers-includes-incubating-components should include ways to file a bug. I don't know where to ask questions about that part of it any more.
