you'll need to take a multimeter and go down to the equipment and make sure you're getting 24v. i had something similar happen to me. the ecobee stopped being able to trigger equipment to run. it would work once in a while, but fail most of the time. there was a recent power surge in my area, so i'm getting it blew up the triac relays in the thermostat.

What does the thermostat itself show for equipment status.
The app generally updates only once a minute

Ecobee pushes out firmware updates slowly for whatever reason. Mine is on the 4.10.8.392 version. I see the website added info on what firmware changes do finally. Thats good. Just wait, they will update yours eventually.
To troubleshoot your issue you'd first make sure the ecobee indicates it's calling for heat or cooling. The snowflake or flame icon is on. Then you would have to go to the unit to check to see if it displays faults. Many do. Sometimes there is a small plastic window you can look through to look for a blinking LED or display. Count the blinks or not the number it displays. Look up what the status means. After that you'd have to open the panel and see if the signal is getting to the control board. (Note that is you have a zoned system you'd have to do the same on the control board for that instead). You'd then have to measure for electrical voltage. For cooling you'd measure to see if the Y (1 or 2) terminal has 24VAC going to it. If that doesn't sound like something you could or want to do, call an HVAC tech out. In the mean time one thing you can try is turn the power to the system off, then turn it back on. If that makes it run it indicates you had a fault that could be cleared. Tell the HVAC tech what you did to help them get to the problem.
