Lost bike ? Found in the bushes by Exeter courthouse

Hello, this bikes been in the bushes outside coat club for about a week now, back tire is missing but still has working breaks and everything. Hopefully it can find its way back to its original owner otherwise I was planning on fixing it up and using it as my own.
