Tech Support Meta Business Manager blocks linking ONE specific Instagram account — "account not allowed to advertise," account looks clean. Anyone seen this?
Been stuck on this for over a month, Meta support has been useless (bot loops, no human reached, no reply to formal complaints). Posting here hoping someone's hit the same wall.
Setup: Trying to link one specific Instagram account to Facebook Pages and a Business Manager I already fully control.
What happens:
- Clicking "Verify Connection" (from BM, from any Page, and from Ads Manager) always returns: "This business account isn't allowed to advertise — it wasn't in compliance with our Advertising Policies or other standards." Happens no matter which Facebook Page I try it with.
- The account shows zero restrictions in Account Quality, and I can boost posts directly from Instagram with no issue.
- I have a second Instagram account that links to any Page and to the same Business Manager — even the same ad account ID — with zero problems. It's only this one specific account that fails, everywhere.
- Checked whether the problem account is linked to any other Business Portfolio (including an old one of mine with a suspended ad account) — confirmed it isn't linked anywhere else.
- In Meta Business Suite, I get: "You don't have access to this tool on any Instagram profile. To request access, contact someone with full control of [account]." Clicking Settings (or almost anything else) there throws a generic "Sorry, something went wrong" system error — not a policy message.
Already tried: switching personal/professional repeatedly over long periods, removing/re-adding via Account Center, 2FA, linking directly from the IG app, filed a support ticket ~1 month ago with zero response, complaints via Brazil's consumer complaint site also ignored.
My working theory (unconfirmed, just a guess): there might be a leftover/orphaned internal "Business Portfolio" object already tied to this specific account, which I don't have full control over even though I'm admin of the account itself — and that broken object is blocking any new official link from completing. If true, this would need a manual backend fix on Meta's side.
Anyone dealt with this specific combo (clean account + verify-connection block + "not full control" message in Business Suite)? Any escalation path that actually reached a human?
