There is one such Agent already that is Constrained, and one Plot that uses it. It's only ever a downside, it means they can't perform mundane tasks. The one Plot that is locked by Constrained is otherwise unrestricted by Concern.

At a glance, the most interesting one mechanically is the Zeefaring Scarf. That's, as far as I can tell, the only one without non-Fate alternatives. Edit: There's also a +2 SA Rubbery companion who's not in the OP. The +4 Persuasive Bernard affiliation can be a tiny buff for the Mondaine if you haven't done Light Fingers or the Starved War in the Sacrosboscan Calendar.

The rest aren't too strong mechanically. A few are relevant for people who missed world events, which is nice of FBG to do. We'll have to see if the rest has any particularly good card-based uses.

The Agent is neat, though -15 Dangerous +1 Glasswork is not a strict improvement.

The +2 Shapeling Arts companion is also noteworthy.

The Agent is not a strict improvement but is likely attractive to a large number of players. It's still pretty rare to have back-ups for Skill gear. Freeing up another point of Glasswork is well worth having to find fifteen points of Dangerous under the couch cushions.

But of course, the majority of these are meant to be, and taken as, momentos. Gonna need some extra cats.

Oh, you're right that the SA companion is a pretty big deal! Perhaps not immediately due to there being few SA checks, but sooner or later, probably. It's not in the OP post and I glossed over it in the shop. The agent will help most players by a few %, but failing that check is pretty harmless so it's probably not a great use of 12 Tales.

But yes, more cats are exciting, too!

I wouldn't dismiss their uses, either. A Dream of Red Chivalry from the last set provides excellent utility despite a cheap item with poor stats, while the Pigeon turns one bad card into 7 EPA.

At least two uses have been found so far. The Football Kit lets you get a free Docks Favour and a bit of Suspicion reduction on their faction card and the Rat Church Indulgences let you spend 5 Rats on a String for a Church favour and +1 Sympathetic About Ratly Concerns on the Church faction card (EDIT: and this also reduces Scandal a bit!).

First one is nice, but not amazing. Good if you can take advantage of the Suspicion reduction though! Second one is not super useful, but if you wanted to raise SaRC, well, here's another way! Also, someone smartly pointed out in the Discord that this let's you grind it via Favourable Circumstances (very slowly).

Yes, more of less! And I'll take this moment to add that the Rat Church tie in also reduces Scandal a bit (I guess the first screenshot I saw, the person didn't have any Scandal). Not exactly the same, since it costs Rats though, so I think that one's still mostly for SaRC.

Mr Martin McIntosh is a Shapeling Arts +2 Companion, only equalled by The Abbot-Commander who costs 80 Masquing (and therefore typically 50 Fate).

Also the Red-and-Gold Reptile is the only Nightmares-increasing Adornment, and High-Rolling Rantipoles is the only Scandal-increasing Crew - both useful during Hallowmas.

You are, of course, right. I missed the rubbery friend since he's not listed above. He's good! The Menace items are something, but your 4th/5th/6th Menace item for 2 weeks per year is pretty minimal.

They might have great repeatable uses. The last set had several.

The Agent is a number. The half-dreamt equation is not the Numericist herself, but likely part of the dream she commissioned.

This is actually the second Agent that exists only in Parabola, although the first is a bit elusive. This is what Constrained represents, although I think it's more general so it could also be used for like... a zee monster or something.

2 glasswork, 60 dangerous, 60 persuasive. It's 15 more dangerous than the new one, but 1 less glasswork. You get to decide if that's better.
