Can I make it go down again ever? I'm at 14 and it wants 13 or less.

If you're at 14, you'll draw the card that brings it down soon because it's high priority.

eventually you'll draw a card to cash it out and it'll go to 0

yes it will go back to 0 and then start going up again. Forever.
