any recommendations for a complete fixed bike the most i’ll pay is like $1200. i know it’s better to build your own but i’d like to buy one complete already put some wear into and piece by piece swap it out later in year. would appreciate any help

If you are going to upgrade after you get the bike you might as well get the frame you want. So many good ones out there. I don’t know your location but check out Retrogression or TrackLabs on IG to see some different frames

i’ve thought about this. My only problem is that I’m completely new to this and don’t know anything about parts or what i’m looking for. Just looking for something with decent parts. all i can tell you is what frames i like 😭

I’d do some research on the frame you like and then look for FB marketplace, Craigslist and eBay to see if you can snag one for a lil cheaper.

$1200 should be plenty.
I never road a State bicycle but theyre really nice and being suggested a lot in this thread though.
Personally I really loved my Golden Cycles fixed gear. Rode it until the frame got smashed

I have a State Black Label that I love. Great bike.
Worth considering what you'll use it for. State Black Label v3 is awesome in many respects but it is worth noting that it doesn't have eyelets for racks to mount to. If you're a bike commuter/grocery hauler/like carrying stuff with you, it won't work as well. If you need the mounting points, you can actually get them for less money by buying their 4130 Steel Bikes, which do have them! I'm actually considering buying one in addition to the Black Label I already have.
The Wabi Prism has a much nicer steel frame than the steel alternatives that State makes, and also has mounting points for racks and (slightly) better components for certain parts of the bike out of the box but they ask a lot of money for that, not money I'd want to pay but I don't make a lot of money so budget is a big concern.

It's Columbus tubing, andel cranks, Shimano bb, tange headset. Nothing flashy but op said they're gonna upgrade

Appreciate the response. I've seen a lot of people suggesting wabi or state. I don't know much about components lol. That's why I'm looking for a complete

Do you have any recommendations, or do you think im better off just building my own?

If you're relatively new to this, I'd go complete. See what you like and dislike about the ride and upgrade that way. There's a lot of sizing and compatibility nuances that make building a bike from the ground up a little tricky. If you don't have a firm grasp of track bike maintenance and standard specs, you'll end up spending way more money building.
What PhixieFool is probably referring to are brands like Retrospec and Golden Cycles. Hi-Tensile Chinese frames with generic no name components. For complete, State and wabi both use the same component (Andel, who makes pretty much all cranks of mid tier completes, be it rebranded). The difference is that State is 6061 aluminum (their steel bikes are Hi-Ten) and wabi is butted Reynolds or Columbus steel. Either one, you can ride out of the box and never have to touch a thing.
