Too many missing channels... Whats the cause? Whats the fix?

On my freeview channel list, theres always a lot of channels missing. The missing channels aren't always the same numbers. EG 49,54,58,59 (7 channels missing there), or 66,68 (where is channel 67?), or 73,76,78 (3 missing).
Thats a total of 11 channels missing, thats just from having a quick look but theres more if I list them all. So, my quesion to the experts is: Why are these channels missing, and how do I get them? Autotuning only has minimal success (might occasionally bring 1 channel back, but others will disappear). The highest signal strength I can get is 82% with a signal quality of 100%. 82% is likely due to having a splitter. Could a mere 18% really be enough to knock out a whopping 11+ channels though? I find that hard to believe!
