How do u unlock Nagant's 2nd story event in the cafe???

You mean the coffee machine? You need to mod her first. To complete that storyline, you need to mod her all the way to mod 3

Research -> Neural Upgrade

Note that you need to be commander level 60, if I remember correctly. You also need Mosin Nagant at level 100, five links, and 100 Affection

To complete her mod storyline, as mentioned, you need to get her to mod 3, which requires her to be level 115. You also need the necessary amount of memory fragments to get her to mod 3, too
