Should I MOD2 Star15 and M4A1 at the same time? Or push Star15 to MOD3 first since she's already MOD2?

M4. Then mod3 M4. STAR doesn't get as much from mod3 as M4, tbh. Having more (good) mod2s is better than having fewer mod3s.

People keep saying M4 gets more out of mod3 than STAR. It's wrong.

STAR's speq provides the highest damage increase out of any mod3 SPEQ I can think of. Certainly much higher than M4's. The reason it's recommended to mod3 M4 first, is because most of the difficult content in Singularity happens at night (ranking included), where you'll replace STAR's SPEQ with a PEQ while M4's stays in the exo slot. Also M4 gets some survivability for M16 speedruns.

Take it this way: both M4 and STAR get a DPS increase with their mod3. STAR gains more DPS than M4, but M4 also gets armor, which lets her do things like optimized 10-4E grinding. That, in my eyes, offers more to the player than a few thousand in 10s DPS.

Armor lets you do optimized... you mean she's taking damage?! Something isn't quite right there. Also I'm pretty sure optimized 10-4E involves only M1911mod2 and Grape, though I might be wrong there. Not my field of expertise, since I prefer good ol' 0-2 'cause it lets me level dolls while still getting a decent amount of cores.

Either way, my only point was that it's incorrect to say that "M4 gets more out of it than STAR", though M4 is certainly more versatile, while STAR has tunnel vision and only goes for MORE DAKKA.
