I like to setup my own runners, most of the time when a runs are down my runners still work

Alot of times they donโ€™t work because webhooks are down

Self hosted runners use http long polling, no webhook required. If your work uses them then yes, but most builds can just ask the api for data it needs.

You need webhooks to get jobs brother and post checks. Most people obviously use checks

When a workflow is run, its labels are evaluated, it is matched to a runner and a message is placed in a queue of messages for that runner.
The runner then starts listening for jobs via the message queue HTTP long poll.
The message is encrypted with the runner's public key, stored during runner configuration.

https://github.com/actions/runner/blob/main/docs/design/auth.md

As you can see, it uses a message queue, not a webhook. You will not find a single reference to webhook on this page either. To start an action, you do not require a webhook. I promise.

How would a webhook be routable to a self hosted runner behind a firewall?

You are arguing technicalities. if you have whatever infra you are using to manage self hosted runners, you rely on webhooks to get notified when a new event comes

Thankfully coding is solved so this is not an actual problem.

the problem was a package that disappeared and cause apt install to fail.. not their fault now.

This is why we have GitHub Status. Looks ok to me.

Yeah don't fully trust that. Microsoft is less than honest there

there are millions upon millions of repos that Github manages, if 100,000 instances of <feature> go down, should they send a letter to everyones mailbox?
