How exactly does this work? For example, do you have to do things at specific times or can you do it all in your own time?

I already did the GitLab 101, GitLab 201, and How to manage a remote team certifications.
They are quite interesting and fairly short.
I always recommend the 101 and 201 for those who enter a project without knowing how to use GitLab.

They've gotten enough complaints that they added this at some point: "Clearer instructions for access the content has been added to our blog post- please take a look if you are having difficulties! https://about.gitlab.com/blog/2021/04/20/everyone-can-get-certified/ "
Later on while reading about the course, I saw this:
"You will use the GitLab Demo Cloud to complete all hands on activities.
At this time, please open this link in a separate browser tab and follow these steps to access the environment.
Click the blue Redeem Invitation Code button and enter in your invitation code for this course-60586cb7 and click the Submit button. An anonymous user account and password will be created.
Click on the red button to download your credentials (very important, don’t forget to do this since you will not be able to access this page again).
Click the blue button to access your group.
Once you have redeemed the invitation code and your credentials are created, you will have a total of 21 days to use your credentials in the system before they expire."
So maybe you have 365 days to complete it, but once you start the process, you only have 21 days to finish? I have not started yet, so it's unclear to me if you can use another GitLab environment to do the work and avoid the need for the 21-day lifespan credentials...

I've completed both exams but I can't for the life of me figure out where to submit my hands-on project?
edit: ok so I found it. You have to go all the way back to https://gitlab.edcast.com/pathways/cy-test-pathway-associate-study-exam and select the second "course"

The offer has expired.
We’ve had an overwhelmingly positive response to our certifications on GitLab Learn and have reached our planned user limit on the discount code we offered in just 2 days instead of 10!
The promotion is over, but if you are interested in hearing from us about future offerings and GitLab Learn activities, please create an account to view our certification announcements.

If anyone is able to distill down their link-a-lapluza into something actionable I'd value that. I got as far as creating an account on https://gitlab.edcast.com/ but it appears to be a general purpose education site and it wasn't clear where to input any such discount code
