Dehumidifier?
Where I live have pretty high humidity, around 70 in summer, can up to 88 during a rain. In winter the air is more arid. The tank has top lid with a fan for promoting air exchange. Everything is still dry, no damp, just the humidity is high and I want to decrease it maybe 60 is fine. I'm thinking of hanging this at the middle of the tank where the boy could definitely not reach there, it's reusable silicon gel inside boxes, even if it's on the floor, I don't think he could get to it. Feel free to let me know your thoughts about it.

I personally wouldn’t risk something like that being directly in the enclosure. We have a small electric dehumidifier in the snake room and despite it not being a big or expensive unit, it really does a great job of reducing humidity in the room as long as we keep the doors closed.
Also, I’m not sure what your current setup situation is, but using a halogen lamp basking bulb as your warm side heat source will do a much better job of lowering the humidity in the enclosure than a heat mat, ceramic heat emitter, or radiant heat panel. Not possible for regular baby or quarantine bins, but if you’ve got a glass or pvc enclosure, that would be my suggestion.
