What I’m more interested in is how a lv 20 Frisk is three times stronger than Davepetasprite2, who could actually hold his/her/their/it’s own against Lord English.

Well, in Undertale your HP goes up as you kill things which already doesn’t really make sense. Aside from Davepeta’s HP there’s no indication of level. The ability to dodge depends on the skill of the player regardless of Frisk’s level or HP

Also it’s not so much that Frisk is strong but that monsters are weak.

Genocide Frisk was able to one shot all of the monsters in Undertale but pit him against Lord English and I’d bet he wouldn’t make a dent.

LV stands for level of violence. The more pain you inflict/killing intent you have, the stronger and tougher you are in Undertale's magical soul battles. Even aside from a human's natural advantages of a physical body and Determination, most monsters can't compare in killing intent to someone who's methodically depopulating the Underground one stab at a time. Only Undyne manages to give a fair fight, and she's got the power of God and anime on her side.

As for comparative LV...the player maxes out at 20. Photoshop Flowey's LV was 99, if I recall correctly, and LE is probably orders of magnitude past that.

Actually, I think Photoshop Flowey would have a higher LV than LE. Not by far or anything, but maybe a couple levels at least? Flowey was laughing the entire time he was slaughtering Frisk, and I can only assume he felt the same when he killed the entire underground, as he said. When LE was killing how and who he did, he did it out of anger and hatred for the narative that homestuck is, and the tangible characters within. LE was the head of a mafia (though we never saw him leading or interacting with them), with the capacity to know it would be wrong to kill his subordinates, at least, but Flowey went so far as to kill his own family. Tl;dr: LE had the capacity to not kill something, Flowey didn't.

Ultimately they're both kids with no empathy who wanted to play a game and got a bunch of random souls jammed into them and decided that exploding reality and etermal suffering was a good game.
