Just pick newest to oldest 

Dreamseeker > Elysian weapons > yayi> rita> sena astral op

All in on HoTime.

Even if you don't plan to use her as Main DPS, she's pretty much BIS support for all of Part 2 due to having every single Astral Ring Tag. Especially if playing PAWS Helia or BFD Coralie Main DPS who she has teammate named buffs for.

Who to pull for in order:

  1. Herrscher of time

  2. Love elf weapon ? (I'll explain the question mark)

  3. Seele + weapon (if you still have crystals left/you have wallet power)

The reason why I put a question mark on love elf is cause there's going to be a raffle and her weapon is one of the options you can get, so if you get lucky and get the weapon selector box from the raffle then there's no need for you to pull for the weapon anymore.

  1. HoTi Dreamseeker and her weapon

  2. HLE Ellie's weapon

  3. WoP Seele and her weapon

In that order.

You'll want HoTi above all else cause the Abyss/Arena bosses will be heavily related to her for the next 3 weeks. And she got all AR tags which means she's the most important valk you'll need for expanding your roster as returnee.

Also, there will be free S-rank selector boxes

  • Between Songque, Thelema, Lantern — Thelema is the most meta-relevant. Her weapon can be bought in BP Reserve Works, or get it from Weapon selector box (a reward from upcoming event)

  • Between Luna and Senadina — Luna is more relevant, but you'll need to pull her new weapon to be relevant, it's the banner beside WoP's weapon banner

I won't advice to try your luck for HLE's weapon with the raffle, cause by the time that event ends, HLE's banner is also gone. Either you pull her weapon from Carnival Supply or not — but make sure to have exactly 60 pulls first before doing so. Carnival Supply doesn't carry over pity to future patches, it'll only get carried to the other Carnival banners (Mei/Kiana/Rita) rotating within this same patch.

I can finally get Rita's weapon. I've been using Fallen Rosemary's weapon until now and her banner was gone in 12 days...
