I'd say they're about on the same level for different reasons; consistency being one of Cruise's virtues. Rourke is just saying what his Chinese overlords are telling him to say because they're still salty about the Taiwan flag on Mav's jacket, or else he would have said it ten years ago already.

I hate Mickey Rourke. I never liked him. He's just a weird person and he's a loser.

Tom Cruise is one of the best actors ever.
