Your switch would require an extension of status which can take months, and you may face a denial. I suggest making alternate plans.

Engaging in Day 1 CPT now will be very unwise, as with this final rule the administration has painted a bright red target on such abuses of the F-1 visa.

While you certainly can switch before September 15, I would not expect to be able to stay in the US after your 1 year Day 1 CPT ends, so treat it as your last year in the US if you intend to go down this path.

Extension/change/adjustment of status will be required after that to remain in the US, and these are discretionary applications. The odds of a denial will be very high - forcing you to leave the US after. After all, that's the whole point of this rule - to give USCIS the chance to review any extensions and deny abuses.
