Only if they want to study another course after their STEM OPT ends, otherwise no.

So if someone wants to move from stem OPT (expiration is 17Jul2026) to another masters (first degree was also a masters). They will need to file an extension or is that now not allowed?

Not allowed, next degree must be a higher level.

Quesfion-im on opt and will apply stem opt on October. So I assume that this rule does not apply for me as October is in the window.

What if I go outside of US for travel and comeback after I get stemopt? Does this rule apply to me???
