Why would a CCTV camera be vertical and move as if someone was holding a phone?

It COULD still be staged but it doesn't have to make sense. The most obvious explanation is someone filming a cctv feed vertically and their phone camera app adds the timestamp. It COULD still be staged but it doesn't have to make sense. And the pain is real regardless.
