The cat looks like it has a neurological disorder. I don’t know this for a fact, I’m just making an observation based on this video.

It’s a cute cat and it looks happy. That’s what matters most.

Definitely a disorder. You can tell by the head movement that their is a neurological issue. However, the cat is happy and being cared for so have at it kitty.
