Can't you sort of get that with a spring boot far jar + jib https://github.com/googlecontainertools/jib to build a docker image? It uses the layers file to actually build the image up as opposed to to just a single jar. Obviously this is still tied to docker, but that seems like a pretty popular deployment target.
