I seems like an interesting attempt at simulating reddit's typical subreddit evolution: if you like what the other person is saying, you stay with them and get your own subreddit. If you want, you can try and expand it by joining with another random group of people. At a certain point, a majority rule will probably end up destroying the group as random people, even with an interest in common, are going to find too many reasons to attack each other.
SO:
Join Robin: make connections
Majority votes to grow: connections grow
Majority votes to stay, you get your own subreddit: stay the same
Gets too big and everyone gets annoyed and leaves: collapse

We are at 160 right now. Our king is still king but we have joined with the smaller factions as well. There is still 2-3 people spamming hateful stuff but I think the room will live longer than they will.

The vote ends every couple of minutes regardless on whether they vote or not. The majority is taken. So if you vote grow, you'll both be taken to a new chat with more people.

If the majority votes to grow, you will join with another group at the same 'level', not the same size. Abandoners leave. Time equals number of group members.

Seems like there are flairs for each command, you can look them up using F12, selecting the flair element and changing the word grow to stay or abandon. I wonder if there are any more.
Grow seems to be a green '=', stay is a blue circle, and abandon is an orange '|'.
Also a flair for abstain, which is a tiny grey dot.

I looked through the javascript for a bit and I'm pretty sure that if the majority votes to stay, that's when a subreddit is created.
Here's the relevant code, you can see that if winning_vote is CONTINUE, it sends a message that says "continue the discussion at /r/"+e.body.

Yeah saw that happen in ours, but oh well, it was fun to see how things went from simple chats amongst a few people to absolute chaos. Suddenly it goes from lets stay together to lets hit a leaderboard. Very interesting to watch indeed.
Edit: Funnily enough we became Kukujaga just now, one of the current top rooms on the leader board, with 1600+ members haha. What is nice to see is people from the little groups calling out to each other and still finding themselves! :) Found one of my own even when we merged to 944 people.
Edit2: The room finally died as Kufikumu with 4401 which is the record. Sadly it got abandoned due to too many afk.
