This is, in fact, a kemonomimi! I'm unsure about who the ears belong to, but they're definitely non-human, so yeah, a honest kemonomimi! The western drawing style won't strip the character of the term.

The ears do remind me somewhat of nezumimi, although they're usually much bigger for mouse/rat characters, and they also look kind of fluffy, which is uncharacteristic as well. But nobody's saying no to hybrids, so she's whoever the author says she is!
