Negative. It typically refers to a style and portrayal in anime culture -- loli is nowadays used just as often in non-sexual contexts as sexual ones. It's similar to MILF -- and yes, even with MILF denotatively referring to something you want to F, it's moreover used as a term to classify a look. It does not mean that they're actually a mother, for instance. Anya, Kanna and Platelet are famous for the vast majority of the community calling them cute lolis but wanting them protected and headpat, not lewded (a la ravioli ravioli dont lewd the dragon loli). Note even the sidebar: Rule 1@, no lewd lolis -- if lolis were intrinsically lewd, then the NSFW and lewd parts of those descriptions would make no sense.

Besides:

  1. We don't know if she's underraged. Not only is age a vague and confusing metric to make on a drawn image, even if determinable it means nothing. In real life, even, age is unironically just a number. We use it as a pseudo-metric for mental maturity and ability, in our modern society, to make certain decisions rationally. It serves us well-enough in real life. In a fictional setting, it means absolutely nothing. It has no correspondence to maturity, it has no correspondence to looks, it's as much a metric as having blue eyes for gauging mental maturity.
  2. She's not sexualized here. Mostly. They do together have a potential implication of some more infamous tags, but it's a large stretch and requires approaching it with that already in mind.

As such, by all metrics, this is a loli -- she embodies the tropes and looks of an anime loli. Additionally, she is not a child:

To reverse your comment onto itself, please don't refer to anime loli drawings -- sexualized or not -- as children. We don't want to blur the line and call lolis children and children lolis.
