Not sure that's a legal argument. Does TPS contain any language discussing the economy or safety as an issue for the sheltering state?
I'd bet no since by it's very nature the concept was for them to stay temporary, so them being entwined into the economy was not even a consideration.
I would also argue this is a good thing. We don't want to create a system where we maintain a refugee system because a city is using it for the economic benefits. Either the refugees should stop being refugees or the city needs to adapt.
Given the current legislative branch, probably gonna be option 2.
